At first, a driver who came back to his car to discover a large fine and what looked like a bike lock on his tire believed he was being conned.
The motorist called the police after the event, which happened at a public street meter where he was around ten minutes past his paid time.
The driver claimed that he also thought the gadget was a fraud and turned it off when an officer showed up.
The Covington Motor Vehicle Parking Authority does, however, officially employ the enforcement strategy.
Kyle Snyder, executive director of Covington s Motor Vehicle Parking Authority, explained the enforcement device.

Snyder stated, “Normally, we give a ticket.” We must have an alternative method of recourse if you receive a few of those.
The tire tag system was put in place as a more practical substitute for traditional boots, which may be costly and difficult to use.
Snyder stated, “It’s less hassle for the parker.”
A fine of about $410 was referenced in the Reddit article that caused the confusion, but Snyder explained that large sums usually signify several unpaid citations.
According to Snyder, it’s also a little frightening because you won’t receive a $50 fee. All of the tickets you owing will be included.
According to Snyder’s Reddit post, the user’s prior automobile had multiple parking fines on the same license plate, which transferred to the current car.
